Yes.. he static balances them.
I paid $26 for 2 mower blades and a pocket knife.

We use to have a VA truck that would come by our neighborhood and do the same thing.

Overhead is minimal since that truck was paid off 40 years ago.

Yeah, maintenance is cheap on a 40 year old vehicle.
The face that he still comes to you is worthwhile though.
