Horn issue

Yesterday I went to start the bus only to have an issue with the battery being dead. Not sure what I left on but I put on abattery charger. After awhile I turned the key to acc to see if there was any juice. I pressed the horn and it honked. I put a button horn in 2 years ago since the horn wiring was trashed and it has worked without issue since then.

I got the bus started and gave it a parkway run but when I went to use the horn there was no response. Today I checked the connectors and they are on tight. Cleaned them up with some Emory paper and made sure the ground is on clean metal. The fuse on the line is good and I put a test light on the connector at the horn and there is power. I checked continuity across the switch (horn) and there is continuity. The circuit runs button to horn and button to ground and then there is wire back to the fuse.
Do these horns go bad? Not sure what else could be bad or what else to check. Any one have a spare horn to switch out to see if the horn is the issue
